Living in Istanbul as a foreigner can mean a rich urban life: neighbourhood markets, waterfront walks, cultural events and everyday encounters that make a large city feel personal. It can also mean busy streets, demanding journeys and practical tasks that take time to learn.
The experience varies considerably with where you live, where you repeatedly need to travel, your household, education needs and budget. A walkable routine close to work, school and friends is a different proposition from spending much of the week crossing the city.
The useful question is “Could an ordinary week work for my household here?” These eight points help you answer it, then choose a location and home that support that life.

1. The Istanbul you visit is not the Istanbul you live in
A visit gives you freedom to organise the day around the city. Living here asks the city to accommodate your responsibilities.
A waterfront restaurant may be memorable. A manageable walk to groceries, a nursery, a pharmacy or a reliable transport stop may matter more on an ordinary Tuesday. The same lively street that suits a weekend can feel different when you need quiet sleep or an uninterrupted working day.
This does not mean choosing a quieter area is automatically the answer. Someone who values spontaneous social life may find an isolated compound frustrating. Another household may gladly exchange central street life for space, parking and an easier local routine.
Public accounts from foreign residents reflect both experiences: some describe a rewarding, walkable life close to the water; others find noise, crowding or difficult pavements exhausting. These are individual experiences, not a verdict on the whole city. Resident discussion
Try an ordinary week at street level
Assess the immediate surroundings of a possible home. Walk the route to everyday shops. Visit during the evening. Check the gradient, pavement continuity, road crossings and whether a stroller or someone with limited mobility could use the same route comfortably.
Check how the walk and the home would feel in rain as well as on a pleasant viewing day. Ask about heating, cooling and exposure rather than judging comfort from photographs.
Then ask what you would actually do there during a normal week. Would the places you value be accessible often enough to become part of your life?
The most useful neighbourhood is the one that supports your routine and the parts of Istanbul you came to enjoy.
2. Confirm your right to stay before committing to a home
Before comparing apartments, establish the route that allows your household to live in Türkiye for the intended period.
Separate ownership, address and residence
For a foreign household, three questions must be considered separately:
- Ownership: can you legally acquire the particular property?
- Address: can that exact address be used for the registration or residence process relevant to your circumstances?
- Residence: do you and each accompanying family member meet the conditions for the appropriate permission to stay?
Türkiye's official investment guidance explains that a residence permit is not a prerequisite for eligible foreign property acquisition. Address restrictions also need attention. İstanbul's migration directorate has published neighbourhood-closure notices, but an older list should not be treated as confirmation of today's rules for a particular address or applicant. Your income arrangement needs its own review. If you will take local employment, run a business or work remotely, confirm the applicable work-authorisation and tax position with the relevant authorities and qualified professionals. For families, check the position of each person rather than assuming one adult's route covers everyone. Include renewal planning and the consequences if an application or extension is unsuccessful.
Rules and administrative requirements can change. Start with the Presidency of Migration Management, the relevant provincial directorate or YİMER 157, and seek individual legal advice where needed.

3. Travel time is part of your housing decision

“Istanbul has traffic” is too general to help you choose a home. The useful question is what your repeated journeys would require from a specific address.
Begin with fixed destinations: work, school, childcare, regular healthcare and the people or activities you visit frequently. Record how often you go and when you need to arrive.
This usually makes European-versus-Asian-side selection clearer. A household whose weekday responsibilities are concentrated on one side may benefit from keeping its home there. Someone with occasional cross-city appointments has more flexibility. A cross-Bosphorus commute can work when both ends align well with transport; it should be tested rather than ruled out automatically.

Test the journey from door to door
For a shortlisted address, test the complete journey:
- Start at the building entrance at your normal departure time.
- Include walking, waiting, transfers and the final approach to your destination.
- Make the return journey at the relevant hour.
- Test a backup route and repeat a critical commute on another day.
- Consider weather, children, luggage and accessibility.
An apartment advertised as “near the metro” may still involve a walk your household would find difficult. A ferry can be a pleasant part of the day when its timetable and both ends of the route work for you.
As an illustration, saving 30 minutes each way on five workdays releases five hours a week. That is a meaningful housing benefit, even if the nearer home is smaller. The calculation is illustrative, not an Istanbul commute average.
Set an acceptable recurring travel time alongside bedrooms, usable space and budget. Give airport access weight according to how often you actually fly; an occasional airport trip should not automatically outweigh a daily school run.
If you expect to drive regularly, include parking at both ends and the school drop-off in the test. A parking space at home does not resolve the rest of the journey.
Where do expats live in Istanbul?
There is no single expat neighbourhood that answers everyone's needs. Istanbul's location choices range from central European districts such as Beşiktaş and Şişli to Asian-side districts such as Kadıköy and Üsküdar, and more suburban environments. These are starting points for comparison, not a ranking of foreign-resident populations or a recommendation for your household.
A familiar district name or an international community can help you orient yourself. It cannot establish whether your school run, work journey and housing needs fit there. 4. For families, school geography can determine home geography

A school is more than a point on a map. It is an admissions decision, a language environment, a curriculum and a daily journey.
Establish admission, campus and transport first
Before choosing a residential area, confirm:
- whether your child is eligible and a place is realistically available;
- the actual campus and year group;
- the language of instruction and any support your child may need;
- the complete fee quotation and payment terms;
- transport arrangements to the proposed address;
- how the journey may change as the child progresses.
If several children attend different campuses, assess the combined routine. A manageable journey for one child may create an impractical morning for the household.
School transport should be verified with the school or operator. Younger children introduce another layer: nursery hours, childcare availability, a parent's return to work and the practicalities of travelling with a toddler. Older children may need a credible path into the next curriculum or school stage.
Families considering a Turkish-language school should discuss admission, placement and language transition directly with the institution. Do not assume that choosing a neighbourhood establishes a child's educational eligibility.

5. Budget for your whole Istanbul life — not just the rent
Istanbul's affordability depends on the household you bring and the life you intend to build.
Someone with no school fees, a local routine and few overseas obligations is evaluating a different budget from a family paying international-school tuition, retaining costs in another country and travelling frequently.
Build a whole-household budget
Compare housing options using the same complete categories:

Aidat refers to building or residential-site charges. Ask for the current amount, what it covers, how it is determined and whether additional expenditure is expected. Facilities have value only if you use them and can sustain their cost.
Compare a smaller, convenient apartment with a larger home farther away using the full budget. Lower rent may be partly offset by transport, parking or childcare arrangements. Buying removes rent from the calculation but introduces ownership costs and ties up capital.
Use dated quotes for the properties, schools and services you would actually use. A national average, an old expat budget or an exchange-rate conversion cannot establish your household's position.
Check whether the budget remains workable
Establish the income you can reliably use after relevant taxes, transfer costs and commitments elsewhere. If employment will continue across borders, confirm the arrangement with your employer and obtain the work and tax review described earlier. A salary that supported your previous location does not automatically establish a sustainable Istanbul budget.
If income and expenses are in different currencies, allow room for both price changes and currency movement. Keep initial setup money separate from the recurring budget so the first month does not distort the calculation.
Test what happens if a housing or school quote rises, an income payment is delayed or you need to move again. The appropriate reserve depends on your circumstances; the important point is to identify which changes would make the plan unworkable.
You should be able to explain what your intended life costs and what happens if the assumptions change.
6. Everyday independence takes more than getting by in English
English-language services can help you arrive. Building an independent life takes a broader plan.
Repairs, deliveries, building management, administrative appointments and everyday relationships may require Turkish or reliable assistance. Foreign residents repeatedly describe the difference between getting through a visit and managing these responsibilities over time. You do not need to arrive fluent. Start learning practical Turkish and identify trustworthy help for tasks where misunderstanding matters. Contracts, legal documents and technical reports deserve appropriate professional review.
Make essential services workable
Include healthcare in this support plan. If your household has a regular treatment need, confirm the clinician, appointment access, language arrangements and insurance coverage before choosing an area. A hospital shown nearby on a property map does not answer those questions.
Think about the adult who may have the fewest ready-made connections. A school or employer can provide a social starting point; a partner working alone from home may need a deliberate route into local activities and friendships. Choose somewhere those connections are realistically accessible.
Remote workers should also test the life around the job. Check service availability at the exact address, request a live connection demonstration where possible, and plan a backup. Work the actual hours required by overseas colleagues. A late working day may change childcare, sleep and how much of the city you can enjoy.
Check mobile coverage inside the unit, too. If you plan to keep using a phone brought from abroad, verify the current device-registration requirements with BTK, Türkiye's communications authority. A working phone during a short visit does not settle the arrangements for a longer stay.
For everyday payments, ask your chosen bank what documents it requires for your circumstances, how you will fund the account and what transfer or exchange charges apply. Test access to money before major payments fall due. These are provider-specific checks, rather than a promise that every newcomer can open the same account on the same terms.

7. Judge the building, not just the district

A location can suit your life while a particular building still requires further investigation.
Earthquake considerations deserve calm, specific assessment. No district name, prestigious address or new-looking façade certifies an individual home. AFAD explicitly distinguishes its earthquake hazard map from a risk map: the consequences depend on exposed buildings and other factors. AFAD explanation

Its official FAQ explains that this is different from the formal process under Law No. 6306 and that the method has building-type and height limitations. Investigate the building and inspect the unit
Ask what documentation and assessments exist. Where you are considering a purchase, obtain independent legal and technical review appropriate to the property. Relevant questions can include approved plans, permits, occupancy documentation, alterations, structural condition, maintenance and any existing assessment findings. Have qualified professionals interpret the evidence.
A renter should also ask about the building rather than assuming a short or flexible stay makes its condition irrelevant.
Then inspect the exact unit as a home. Check usable space, light, ventilation, heating, signs of damp, noise, lift access and whether the layout supports your household. A show apartment or another floor may not represent the one you will occupy.

8. Test the location before making a long commitment
If you have substantial uncertainty about Istanbul, a trial can produce information that research and viewings cannot.
Use a residential trial to resolve specific unknowns
Stay in a plausible residential area. Work normal hours. Make the journeys you would actually make. Shop locally, test evening conditions and use the services your household depends on. A trial centred on sightseeing answers a different question.
Before arriving, list what you need to learn: the school journey, evening noise, working conditions, accessible shops or whether you can build a local social routine. Keep a simple record of actual journey times and the things that helped or frustrated you. Include weekdays and a weekend where possible. Judge the trial by the uncertainty it resolves, rather than by a prescribed number of nights.
Renting initially can be useful when school placement, work geography, lifestyle preferences or your expected length of stay remain unsettled. It gives you an opportunity to revise the location before taking on purchase costs and the practical burden of selling.
That flexibility has a price. Moving twice, furnishing, deposits and temporary accommodation may add costs. Nor is every rental easy to exit: have the relevant terms reviewed before signing, including payments, deposit arrangements, included charges, responsibilities, duration and termination provisions. Use accommodation that is lawfully offered and verify any address requirements relevant to your stay.
Choose the commitment that fits what you know
Buying earlier can be reasonable for someone who already knows the city, has a settled routine and a suitable legal position, expects a sustained need for the property and has completed independent due diligence.
The useful test is how much important uncertainty remains. Do not let a convenient purchase become a substitute for resolving it.
